Energy Using Product (known as Minimum Energy Performance Standard – MEPS)

1. How does EECA affect the appliances currently under Minimum Energy Performance Standards (MEPS)?
The EECA comes into effect on 1st January 2025. Under this Act, for the new energy using product intended to be sold in Malaysia market is required to fulfill the following requirement:
- Manufacturers and importers shall obtain a Certificate of Efficiency (COE) to distribute energy-using products in Malaysia.
- While the ePermit system for COE applications is still under development, manufacturers and importers may continue using the current Certificate of Approval (COA) process as outlined here.
For energy using products already approved previously under Electricity Regulation and hold a valid COA:
- Manufacturers and importers may continue to use the existing COA, provided an application is submitted via this form.
2. What is Energy-Using Product(EUP)?
Energy-Using Product means any equipment, device or appliance which uses energy or energy resources as specified by the Guidelines on Energy -Using Product. Previously, any electrical appliances required for approval under the MEPS requirement were outlined in the Guideline for the Approval of Electrical Equipment. With the enforcement of EECA, those appliances will be required to be approved under the requirement of EECA .
3. What products are regulated as Energy-Using Products under EECA?
All electrical appliances previously covered under MEPS in the Electricity Regulations 1994 are now classified as energy-using products under EECA. The energy-using products regulated under EECA includes:
- Television;
- Domestic Fan;
- Refrigerator;
- Lamp;
- Air-Conditioner;
- Washer;
- Rice Cooker;
- Microwave Oven;
- Freezer; and
- Electric Oven.
The scope of regulated products under EECA includes domestic, commercial, and industrial products, as specified in the Guideline for Energy-Using Products.
4. What happens to the energy efficiency label under EECA?
There are no changes to the energy efficiency label following the enforcement of EECA.
5. What will happen once the system is ready for direct COE application?
Energy Commission will inform in advance when the system is ready for application of COE.
Once the system is ready, all the manufacturers and importers of the regulated products will be required to comply with the process flow that is determined by Energy Commission. Following is the flow of compliance journey for manufacturers and importers under EEECA.
- Manufacturer or Importers to apply for Certificate of Registration (COR) in eDIK system.
- Manufacturer or Importers to apply for Certificate of Energy Efficiency (COE) in ePermit system.
- Manufacturer or Importers to affixed energy efficiency rating label on the energy-using product.
6. Will there be any changes to the star rating table under EECA?
No, there are no changes to the star rating table after EECA is enforced.
7. In the Guideline, it is mentioned to obtained the QR Code we require COE Approval Number?
Yes, however, since the system is not fully developed, current process is maintained where the applicant need to insert the COA Approval numberin eDIK System to obtained the QR Code.
