Energy Using Product (known as Minimum Energy Performance Standard – MEPS)

1.    How does EECA affect the appliances currently under Minimum Energy Performance Standards (MEPS)?  
The EECA comes into effect on 1st January 2025. Under this Act, for the new energy using product intended to be sold in Malaysia market is required to fulfill the following requirement:

  • Manufacturers and importers shall  obtain a  Certificate of Efficiency (COE) to distribute energy-using products in Malaysia.
  • Starting from 24th February 2025, we have developed a temporary measures to cater for COE application. Manufacturers and importers may apply for COE as detailed out in the steps below.

TEMPORARY MEASURES FOR COE APPLICATIONS EFFECTIVE FROM 24TH FEBRUARY 2025

To facilitate COE (Certificate of Energy Efficiency) applications, the following temporary measures have been implemented. Manufacturers and importers may apply for COE by adhering to the steps outlined below:

1.    Step 1 : Understanding Energy-Using Products
Determine if your product falls under the category of an Energy-Using Product (EUP). Refer to the Guideline for Energy-Using Products to confirm whether your product is classified as an EUP.

2.    Step 2 : Submit a COE Application via COA Application (Certificate of Approval):
No separate application required for COE, applicants may apply for a COE by applying for Certificate of Approval (COA) through the ePermit system. Applicants shall follow the procedures detailed in the Guideline for the Approval of Electrical Equipment 2024 and submit the document as listed in the Guideline for the Approval of Electrical Equipment 2024 (From Page 43 onwards).

3.    Step 3 : Evaluation
After the application is submitted, it will undergo an evaluation process. Once the evaluation is successfully completed, it will proceed to the payment stage.

4.    Step 4 : Payment Notification and Details:
Upon successful evaluation of the application, the applicant will receive an email requesting payment of RM 250.00 for the COE. The payment breakdown is as follows:

•    RM 30.00: Application fee for the Certificate of Energy Efficiency
•    RM 220.00: Issuance fee for the Certificate of Energy Efficiency     
          
5.    Step 5 : Payment Process:
A payment link will be provided in the email. Applicants must complete the required information in the Payment Gateway to ensure accurate processing and receipt issuance. The following details are required:

•    Application ID: SJT xxxxxx (refer to the ePermit system for this number)
•    Model No.: Must match the model number submitted in the COA application
•    ROC Number
•    Company Name
•    Company Address
•    Applicant Email Address

6.    Step 6 : COE Issuance:
Once payment is verified, the applicant will receive an email containing the COE, AI Label, and payment receipt.

7.    Important Notes:
The COE will only be issued for energy-using products that have passed the energy efficiency evaluation. 
For safety compliance, applicants must follow the steps outlined in the Guideline for the Approval of Electrical Equipment 2024 to obtain the COA.

For energy using products already approved previously under Electricity Regulation and hold a valid COA:

  • Manufacturers and importers  may continue to use the existing COA, provided an application is submitted via this form

System Upgrade Notice:
Please be advised that the system is currently undergoing upgrades. As a result, all applications are being processed manually, which may lead to delays in COE issuance after payment is received. We appreciate your understanding and patience during this period.

 

2.    What is Energy-Using Product(EUP)?
Energy-Using Product means any equipment, device or appliance which uses energy or energy resources as specified by the Guidelines on Energy-Using Product. Previously, any electrical appliances required for approval under the MEPS requirement were outlined in the Guideline for the Approval of Electrical Equipment. With the enforcement of EECA, those appliances will be required to be approved under the requirement of EECA .

3.    What products are regulated as Energy-Using Products under EECA?
All electrical appliances previously covered under MEPS in the Electricity Regulations 1994 are now classified as energy-using products under EECA. The energy-using products regulated under EECA includes:

  • Television;
  • Domestic Fan;
  • Refrigerator;
  • Lamp;
  • Air-Conditioner;
  • Washer;
  • Rice Cooker;
  • Microwave Oven;
  • Freezer; and
  • Electric Oven.

The scope of regulated products under EECA includes domestic, commercial, and industrial products, as specified in the Guideline for Energy-Using Products.

4.    What happens to the energy efficiency label under EECA?
There are no changes to the energy efficiency label following the enforcement of EECA.

5.    Will there be any changes to the star rating table under EECA?
No, there are no changes to the star rating table after EECA is enforced.

6.    Under Guideline for the Approval of Electrical Equipment 2024 there is requirement for MEPS also. Which one should we follow?

7.    What is the validity period of a COE?
The COE is valid for 1-year from date of approval. 

8.    What is the relationship between the COE and the Certificate of Approval (COA)?
The COA (Certificate of Approval) certifies that a product or appliance complies with the safety regulations outlined in the Electricity Regulation 1994.

The COE (Certificate of Energy Efficiency) confirms that a product or appliance meets the energy efficiency requirements specified in the Guideline of Energy Using Products, as mandated by the Energy Efficiency and Conservation Act.

9.    What are the requirements and documents required to obtain COE?
Any energy-using product shall 
•    conform to the testing methodology specified in Guidelines of Energy-using Product.
•    calculation of energy efficiency  and energy efficiency rating as specified in the Guidelines of Energy-using Product. 
•    meet the minimum energy performance standard as specified in Guidelines of Energy-using Product.

   

Documents to be submitted during Step 2 above:
•    Energy performance testing report as specified in Guidelines of Energy-using Product. The test report shall be produced by Laboratories as stated in Guideline for the Approval of Electrical Equipment 2024, please refer to Page 49 & 50.
•    Assessment Letter issued by SIRIM QAS
